DUTIES AND RESPONSIBILITIES:

Under the supervision of the Gender National Programme Officer, the Field Officer supports the planning and management of UNFPA Joint Program in Aceh and UNFPA 7th country programme in NAD by providing and managing data and inputs, technical assistance, providing logistical support, monitoring project implementation and following up recommendations. He/She is instrumental in facilitating programme /project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.

The Field Officer maintains collaborative relationship both with project staff at the UNFPA supported districts as well as Government counterparts to:

1. Facilitate the implementation of UNFPA Joint Program in Aceh and provide monthly progress report.

2. Facilitate the re-initiation process of UNFPA supported programme for NAD Province, that includes: Finalization of
consolidated AWPs, timely submission of consolidated financial request forms; timely fund channeling for
programme implementation.

3 Monitor project and programme implementation; conducting field visits, participating in some important program activities, coordination meetings, review meetings, timely submit quality quarterly work-plan monitoring and tracking tools, and evaluation missions and prepare regular inputs to status and progress reports. Analyzes basic factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.

4. In collaboration with related stakeholders especially NGOs, conduct advocacy to local Government to increase
their commitments on the Population Development, RH and Gender issues as well as partnership with UNFPA.

2.At least five (5) years of professional experience working on Reproductive Health programme and HIV/AIDS prevention and care programmes including project management.
3.Fluency in oral and written English
4.Proficiency in current office software applications.
5.Preferably, familiarity with Acehnese culture

Program Summary
On 30 September at 5.15pm local time, a 7.6 RS earthquake (depth of 71km) struck off the coast of West Sumatra; a second 6.2 RS earthquake struck shortly afterwards at 5.38pm. The impact of the earthquakes on infrastructure and in terms of casualties has been devastating. Confirmed fatalities now exceed 700, but with large numbers of people still missing this number is expected to rise substantially. Over 100,000 homes have been severely damaged, with another 100,000 suffering moderate or slight damage. There has also been substantial damage to essential infrastructure including telecommunications, water pipes and power lines, severely disrupting communications, electricity and water supplies. Mercy Corps has been at the forefront of a coordinated joint assessment by an ECB-consortium of NGOs, along with OCHA and local government.

To address the immediate needs of the populations affected by the West Sumatra earthquake, Mercy Corps is implementing a three-month emergency response program funded by USAID. The program aims to address appropriately the immediate NFI, WASH, and shelter needs of earthquake-affected populations through the distribution of emergency kits, reconstruction kits, and water, sanitation and hygiene interventions.


1. Warehouse Officer
The Warehouse Officer responsible for carrying out all steps of the warehouse and related, logistical process in Padang to assist the program activities in the West Sumatera based programs. This includes activities such as: acting as point person for receiving goods at the warehouse, organizing storage and dispatch. All activities and commodities are to be documented in accordance with MC formats and procedures.

Qualifications:

Must have demonstrated understanding of the Mercy Corps warehousing system and natural, organizational skills;
Able to work with a diverse team and large flow of information and activities;
Able to work independently and prioritize, show initiative;
Experience in an NGO;
Good in English for submit routine, electronic reports or hard copy with good report writing;
Ability to make recommendations for improvement; computer (MS Office), filing;

JAKARTA

Program Summary - RW Siaga Plus
Mercy Corps aims to address the complex underlying causes of malnutrition in urban poor settlements by building healthy physical environments, cultivating positive social contexts, and strengthening supportive economic relationships that facilitate access to and utilization of affordable adequate nourishment. This project will contribute to healthy physical environments in urban poor settlements by increasing access to clean water supplies and improved sanitation, services that are necessary to reduce the incidence of infectious disease, one of the main underlying causes of malnutrition. Building on the core capacities, government relationships, and lessons learned developed through the DAP program, this project will also continue to address the social constraints to improved nutrition, increasing awareness and social support for new behaviors through the existing Ministry of Health RW Siaga program. Both the hardware and the software interventions will
be integrated with existing government priorities and programs, in particular the RW Siaga health program, allowing for significant building of capacity and improving the chances for government replication and scaling. The program will also be timed to coincide with the musrenbang government budget allocation process, supporting the potential for communities to seek matching funds and promoting the sustainability of the project intervention.

The overall aim of the project is improved health and nutrition of residents in poor urban communities in Jakarta and Bekasi through increased household access to clean water supplies and improved sanitation.
Access to water supply and sanitation services is crucial to preventing the infectious diseases that are a major cause of child mortality and malnutrition in Indonesia.
The program will be implemented in 3 kelurahan of West Jakarta and 1 kelurahan of Bekasi

1. Water Sanitation Officer
The Water and Sanitation Officer will work under supervision of Program Manager and is responsible for both the soft and hardware components of the water and sanitation infrastructure activities of RW Siaga PLUS program in targeted implementation areas. Under technical guidance of Urban Infrastructure Coordinator, the Water and Sanitation Officer will assist in supervision of the Consultant and Contractor in implementing infrastructure improvement, provide input on monitoring and evaluation of the project. Together with the Urban Infrastructure Coordinator, the Water and Sanitation Officer is responsible for the quality of infrastructure project. Together with the Capacity Building Officer, the Water and Sanitation Officer will be responsible for building capacity of Water and Sanitation Working Group and community to conduct participatory need assessment, design, planning, implementation and monitoring and evaluation the sustainable, low cost, simple
technology, and easily maintained water and sanitation infrastructures and replicable by Government and Community. The Water and Sanitation Officer will provide assistance for technical capacity building to the Water and Sanitation Working Group and community and periodically report on the activities.

Qualifications:
· BA/S or higher in Environmental Engineering, Civil Engineering or other relevant background and/or relevant experience in water and sanitation that related to slum upgrading program;
· 3-4+ years in community based water and sanitation project preferably in urban context;
· Fluency in both verbal and written English highly preferred;
· Multi-tasking, coordination, organization, prioritization skills essential;
· Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software;
· Ability to work independently and cooperatively with team members required;
· Prior experience in an international NGO/PVO or an international firm is advantageous;
· Wiling to travel and work in difficult area;
· Willing to work during evenings and weekends for community mobilization activities.


2. Capacity Building Officer
The Capacity Building Officer will work under the supervision of the Program Manager, and is responsible for the successful implementation of all project activities in the assigned targeted area. The Capacity Building Officer will coordinate and oversee the activities of the project, and will directly participate in conducting participatory field research, community based mobilization and outreach providing training, mentoring and coaching to government and community to implement water and sanitation infrastructure projects and hygiene and nutrition behaviors promotion , project development and implementation, and monitoring and evaluation in the Project communities.

Qualifications:
· 3-4+ years of field-based urban community development experience, with a focus on capacity building, community mobilization, water supply and sanitation and/or community health and nutrition, urban livelihoods; including problem solving; program monitoring and evaluation, and communication and report writing;
· Experience working as part of a multi-disciplinary team;
· BA/S or higher in social science, public health, environmental sciences, community development, similar field;
· Fluency in English verbal and written communication is highly preferred;
· Ability to multi-task, follow procedures, meet deadlines and works independently and cooperatively with team members essential;
· Strong familiarity with Microsoft Word and Excel are mandatory;
· Willing to travel and work in difficult area;
· Willing to work during evenings and weekends for community mobilization activities.

VACANCY

UMCOR-NGO, Indonesia has a plan to provide
water supply installations to communities in Nias Selatan, affected by the
tsunami/earthquake of 2004. These communities have been left under-served and
are subjected to water borne diseases. Hygiene and basic health promotion will
also be addressed by UMCOR to improve personal hygiene and healthy behaviors
with the aim of overall improved health for communities. The initiatives will
lead to enhance productivity and reduce poverty.
To assist in the implementation of water
supply in Nias Selatan, a Project Engineer will be employed. This is a full time position based in Nias Selatan. The
duties and responsibilities are, not exhaustive, enumerated below:

i. The
Project Engineer (PE) will work under the direct supervision of expatriate
UMCOR Water Supply Project Manager (PM) and report to him on day-to-day
activities and achievements;
ii. The
PE will supervise the construction work of water supply installations in the
field;
iii. The
PE will work closely with community representatives and local government
authorities, contractor’s field technical staff, and consultant’s
representative.
iv. The
PE will study detailed working drawings of
proposed water supply installations developed by the consultants;
v. The
PE should review the design parameters considered by the
consultant and their appropriateness and discuss with PM for any anomaly or
proposed changes;
vi. The
PE will ensure that the finalized plans, materials and works comply with specifications
and designs. For any inadvertent change to these designs prior consultation
with the PM should be made so that the issues are resolved professionally and
in a concerted manner;
vii. The PE will inspect
the survey work and workmanship;
viii.The PE will supervise
closely the pipeline tests, wash outs and disinfection;
ix. Any
other tasks as assigned by the PM and Head of Mission, UMCOR-NGO, Indonesia.

Academic
qualifications and Experience desired:

i. The
PE should possess a Bachelor degree in Civil Engineering and have at least 5

The work of the American Red Cross in Indonesia is focused on 6 main areas: water and sanitation, community infrastructure, psychosocial support, health (avian flu, community-based first aid, social mobilization and youth red-cross), disaster management and livelihood support. The American Red Cross Tsunami is currently seeking a Consultant for Technical Assistant (4 persons) to be based in PMI Aceh representative branches for an 3 month Professional Service Contract


Objective:
The objective of this short term position is to provide technical assistance to PMI Aceh branches in relation to the implementation of the branch Resource Development Strategy and facilitate the establishment of a mechanism for ensuring day to day organisational functions in the branches as part of PMI Organisational development and Capacity building Program

Specific Role and Responsibilities:
ª In coordination with AmCross and PMI, to assist in the development and implementation of Resource development (RD) strategy for PMI targeted branches. This includes assisting with finalisation of branch RD strategy in line with the SWOT analysis result and the development of project proposal up to the donor standard.

ª To support targeted branches in conducting a donor scan and establishingpartner ship & networking with potential donors at the provincial level

ª To establish a mechanism to support a day to day function of the basic core machinery of PMI including planning, coordination, M&E, and reporting

ª To provide comments on the supports provided to branches and recommend additional supports required

Key Deliverables
1. Final and approved branch Resource Development strategy
2. 1 project proposal for each branch including the assessment results, narrative, budget, log frame, and staffing plan
3. Donor mapping document (it could be as simple as excel or word)
4. Notes of meeting with potential donors
5. Plan and progress report of branch capacity development
6. Monthly progress report (to be submitted to AmCross and PMI

Qualifications Requirement:
* University degree in social studies or relevant field study
* 3 – 5 Years experience in development or organisational development and capacity building or related professional experience at a similar capacity
* Having experience in providing technical assistance for organisation capacity development
* Good level of English, both written and spoken
* Experience in proposal development
* Knowledgeable on organisational management and change
* Strong interpersonal and communication skills
* Ability to work well under pressure and meet deadlines
* Self-supporting in computers (Windows, Spreadsheets, Word Processing)
* Past experience working with Red Cross or NGO is an asset.

Position Description

ESSENTIAL
RESPONSIBILITIES:
Responsibilities of the Field
Coordinator include, but are not limited to:
* Oversee the quality and timely implementation of UMCOR construction programs in Bireuen, in accordance with objectives, activities and targets outlined within current donor agreements.
* Provide day to day management and coordination of all Bireuen operations and national staff in order to ensure quality assurance and timely support for all programmatic activities.
