in my opinion, it really depends on what applications of the English language that you are approaching. If you are learning written English in order to pass the TOEFL/IELTS test, then grammar is the first thing to learn, as it is very important in order for you to do those tests, then you can learn vocabularies along the way. However, if you are approaching conversational English in basic and daily situation, it would be best to enrich your vocabularies first, so that you'll be able to understand more if other people are talking to you and they tend to use unfamiliar words. Since comprehension is the key in conversation. It's just my opinion though
